This uncertainty has not only complicated enforcement but also undermined public confidence in the process.<\/p>\n\n\n\n<p>To address these challenges, ISK proposes the following measures:<br>a) Harmonization of Standards<br>The Government should urgently establish uniform and clearly defined standards for riparian reserves, including:<br>Setback distances (whether fixed, such as 6m or 30m, or variable based on context);<br>Standardized definitions of high and low water marks;<br>Clear guidelines on the treatment of seasonal rivers, canalized waterways, and rural drainage systems.<br>b) Clear Policy Framework<\/p>\n\n\n\n<p>A comprehensive and unified national policy is needed to guide the measurement, management, and permissible use of riparian reserves. Such a framework would eliminate ambiguity and ensure consistency across all jurisdictions.<\/p>\n\n\n\n<p>c) Professional and Scientific Approach<br>Determination of riparian boundaries must be grounded in sound technical and scientific principles. This includes adherence to established surveying practices, as well as the integration of environmental assessments and hydrological and ecological data to ensure accuracy and sustainability.<br>d) Due Process and Stakeholder Engagement<\/p>\n\n\n\n<p>All enforcement actions must strictly comply with constitutional requirements. This includes ensuring transparency in decision-making, meaningful public participation, fair administrative procedures, and full respect for property rights.<\/p>\n\n\n\n<p>Conclusion<\/p>\n\n\n\n<p>ISK reaffirms its commitment to environmental conservation and sustainable land management.
