The State Department for Correctional Services is in the process of developing a Mental Health Policy meant to address prevention, treatment, care and rehabilitation as part of ongoing efforts to define a new future for corrections.
Speaking as she inaugurated an 11-member committee tasked with developing the policy, curriculum and manual, Correctional Services Principal Secretary Dr. Salome Beacco said the policy will seek to address the needs of both correctional officers and offenders as well as mitigate the burden of mental health in a manner responsive to their unique mental health needs and circumstances.
She said the development of the policy was borne out of discussions from the Correctional Service Week 2024, themed Mental Health Wellness for effective service delivery.
During the forum, calls to prioritize mental wellness by addressing gaps in access to mental health care, stress management for staff, and trauma recovery for offenders dominated proceedings.
“Let’s create a legacy and operationalize the recommendations of the Correctional Service Week on mental health wellness even as we look into this years’ service week theme of efficient and effective service delivery for the common good.” Said the PS.
The committee, that is expected to finalize drafting the policy within the next four months, will be expected to provide guidelines for implementation and enforcement of the policy and ensure it is compliant with Kenyan laws, international human rights frameworks and good mental health practices.
