National Police Service Commission Embarks on Public Forums to Refine New Recruitment Rules

The National Police Service Commission (NPSC) has rolled out a nationwide public participation exercise to gather feedback on its proposed 2025 Recruitment and Appointment Regulations.

According to NPSC Chief Executive Officer Peter Leley, the forums are being held across 17 regions which he described as crucial platform for dialogue between the Commission, members of the public, and key stakeholders.
Speaking at the Kenyatta International convention center,the CEO said “These forums will enable open engagement on the draft regulations, ensuring they reflect the values, priorities, and aspirations of the Kenyan people.

Established under Article 246 of the Constitution, the NPSC is tasked with recruiting and appointing officers to the National Police Service, determining promotions and transfers, and exercising disciplinary control.
The proposed regulations are designed to streamline the recruitment process, enhance transparency, and guarantee merit-based selection.

The Commission emphasized that the framework is anchored in the national values and principles of governance outlined in Articles 10 and 232 of the Constitution.

Stakeholders — including government agencies, professional bodies, religious groups, academia, civil society organizations, and members of the public — are encouraged to submit written memoranda or attend the scheduled public forums.
Details of the meetings have been published on the Commission’s website and in local newspapers.

“The quality and diversity of feedback we receive will determine the success of these regulations,” the Commission stated, reaffirming its commitment to a fair, transparent, and inclusive recruitment process for the police service.
