Calm, composed, and focused — these words aptly describe Eng. Silas Kinoti, EBS, the Director General of the Kenya Urban Roads Authority (KURA). A man of few words but immense results, Kinoti has earned admiration across Kenya’s infrastructure sector for his quiet efficiency and steady leadership in transforming urban mobility.
Under his stewardship, KURA has continued to implement high-impact projects that are reshaping the face of Nairobi and other urban centres, easing traffic congestion, and enhancing connectivity.
Among the notable projects currently under implementation are:
- Valley Road / Ngong Road / Nyerere Road Interchange and Upper Hill Overpasses
This strategic project, implemented by KURA under Lot 1, covers a 6-kilometre stretch that links key city corridors including State House Road, Haile Selassie Avenue, Kenyatta Avenue, Upper Hill Close, and Ngong Road.
The project is currently 43% complete and, once finalized, is expected to significantly ease traffic flow between Upper Hill and the Central Business District while improving access to critical government and commercial zones.
- Ngong Road / Naivasha Road (Junction Mall) Flyover
Another major project spearheaded by KURA under Eng. Kinoti’s leadership is the construction of the Ngong Road–Naivasha Road Flyover near Junction Mall.
Now 78.4% complete and scheduled for completion by June 2026, the flyover will decongest one of Nairobi’s busiest intersections, improve commuter experience, and enhance safety for both motorists and pedestrians.
Eng. Kinoti’s approach is defined by strategic planning, quiet diligence, and technical precision — qualities that have enabled KURA to deliver complex projects efficiently and with minimal disruption to urban life.
Behind the scenes, he continues to champion sustainable road design, innovation in traffic management, and public–private collaboration to accelerate urban infrastructure development across the country.
In an era when leadership is often measured by visibility, Eng. Kinoti stands out for letting his work speak louder than words. His legacy, already visible across Kenya’s growing urban network, is that of a technocrat deeply committed to delivering tangible change, one road at a time.
