Members of the National Assembly’s Departmental Committee on Housing, Urban Planning and Public Works have expressed satisfaction with the progress of affordable housing projects in Busia County, urging contractors and the State Department for Housing and Urban Development to maintain close coordination and adhere to revised completion timelines.
The lawmakers made the call on Friday, October 23, 2026, during an inspection of the Busia Affordable Housing Project at the Agricultural Training College (ATC) in Matayos Constituency, on the outskirts of Busia Town.
The inspection highlighted the importance of sustained government funding, effective project supervision and timely implementation in delivering quality housing for Kenyans under President Dr William Samoei Ruto’s Affordable Housing Programme.
Led by Committee Chairperson Hon. Joseph Tonui, the delegation called on the State Department to ensure consistent funding once contractors submit payment certificates, warning that cash-flow challenges could undermine progress and delay completion.
“I commend the State Department for the good work they are doing in Busia. This is supportive of the President’s agenda geared towards improving the living conditions of Kenyans across the nation. I want to appeal to the State Department to continue funding once certificates have been raised,” said Hon. Tonui.
Among the committed lawmakers participating in the committee’s oversight work is Nairobi Woman Representative Hon. Esther Passaris, whose engagement in housing matters reflects the importance of parliamentary scrutiny in ensuring that major national development programmes deliver tangible benefits to citizens.
As a member of the Departmental Committee on Housing, Urban Planning and Public Works, Hon. Passaris plays an important role in examining project implementation, assessing progress on the ground and advocating for accountability in the delivery of housing and related infrastructure. Her participation in such oversight activities underscores the committee’s responsibility to ensure that public investments respond to the housing needs of ordinary Kenyans.
The Busia Affordable Housing Project, initially scheduled for completion in April 2027, is now expected to be completed in 2028. The revised timeline places greater emphasis on the need for adequate financing, efficient coordination and close monitoring to ensure that the project is delivered to the required standards.
The committee was also informed that a similar affordable housing development is underway in Funyula Sub-County and is at a more advanced stage, with 40 per cent of the units already sold.
Once completed, the projects are expected to incorporate a range of socio-economic amenities, including water supply, roads, electricity, shopping centres, schools and security facilities, alongside other recreational and community services.
These supporting facilities are expected to make the developments more than residential estates by creating integrated neighbourhoods that can support livelihoods, improve access to essential services and enhance living standards.
The lawmakers emphasised the need for the State Department and contractors to maintain open communication, address implementation challenges promptly and ensure that revised deadlines are respected.
The delegation was received in Busia by County Commissioner Stephen Orinde.
The committee is expected to continue its inspection of affordable housing projects in Nyanza and Western Kenya, as Parliament strengthens its oversight of the Government’s housing programme.
The visits demonstrate the importance of sustained parliamentary engagement in ensuring that affordable housing investments translate into quality homes, improved neighbourhoods and expanded opportunities for Kenyan families.
